For me to make more money I require a healthy, well educated, happy person. For the USA to grow and stay strong it requires a healthy, well educated, happy citizen. Throw in John Adams economics, a little John Locke, and common sense ethics.
That is the foundation for preemptive capitalism. The following items are better than socialism. The following are the guidelines for PREEMPTIVE CAPITALISM.
1. A one percent tax on gross business and or gross entity transactions from $50,000 to $1,000,000 annually.
2. A two percent tax on gross business and or gross entity transactions from $1,000,001 to $5,000,000 annually.
3. A three percent tax on gross business and or gross entity transactions from $5,000,001 to $50,000,000 annually.
4. A four percent tax on gross business and or gross entity transactions from $50,000,001 to $500,000,000 annually.
5. A five percent tax on gross business and or gross entity transactions $500,000,001 and up, annually.
6. There is no cap on the five percent tax on gross business and or gross entity transactions above $500,000,000 annually.
7. These must apply to all business, business entities, entities, persons, and trusts domestic and foreign.
8. Nonprofit businesses and nonprofit entities transacting more than $50,000,000 annually are never exempt.
9. These funds are exempt from the ear marked list in the national budget.
10. The public must have full access to see where these funds go and full access to who allocates those funds.
11. No riders, of any kind can be attached to the allocations to the Department of education.
12. As an addition to private health insurance. Any US citizen making less than $40,000 annually qualifies for national health care, cradle to grave. Any person who's gross transactions total more than $100,000 annually, their dependents do not qualify for national health care.
13. No subsidies, allocations, and or transactions to private health care companies and or and private entities providing health care and or the entire health care industry, may be taken from this program. Government-private businesses hybrids and or government-private entities may not get any funding.
14. All monies (and or that of monied value, services for services) collected, must go directly to State and or County programs.department. Specifically, civil Public Schools, civil Public Hospitals, Federal Highway maintenance, civil Police forces, civil Fire Departments. Private and or government-private entities may not be funded or supported in any form, from this program.
15. A national day care system must be established. It must be located at civil public schools, civil public colleges, and civil public health care facilities. Proportional to local populations.
16. A new department, to organize and dispense all funds must be created. It's name should be THE FEDERAL PREEMPTIVE CAPITALISM DEPARTMENT.
17. NO RIDERS, OF ANY KIND, MAY BE ADDED AND OR ALLOWED, IN THE CREATION AND EMPLIMENTATION OF THIS NEW DEPARTMENT.
