Worth repeating.

     A horrible private industry has been created. The "FOR PROFIT PRIVATE"   detention center industry. Who pays for it? You and me. The detention of undocumented foreign nationals is more expensive because of lack of transparency. The costs are not a national security issue so should be totally open to public inspection. 
     Money that should go to SSI, Medicare, and Medicaid is being diverted to pay private companies to detain undocumented people. The per person cost of the private prison system is around. $160.00  a day. The cost to the government per person should be in the public domain.
      As of this post I am unable to find  the official (per person) daily cost to our government. From the internet I have found  that cost could run from $160.00 to $750.00. Daily! Every new action costs more money. Taking money away from our national budget. How about a little common sense.

                                         PASS LAWS THAT MAKE MONEY FOR AMERICA. 

1. Provisional catch and release. For illegally entering the country with no prior criminal record.
    A. Before release. Probational allowance to stay in country, a yellow card status.
    Each person gets a probational status. Pending citizenship application, after probationary period. 

2. Punishment. For illegally entering the country, a minimum ten year probation period must be served in the         USA and the individual must be employed or have personal and
    or NGO financial support during the probation period.
    A. The person can not commit any felony or violent crime during the 10 year probation.

3. THEY MUST PAY INCOME TAX AND SSI.
    A. Income tax. Ten percent ( 10% )  of any income tax refund is withheld
    and goes to the state where person is living.
           IRS form are to be modified to include the allocation to each state.             
    B. The person pays SSI commensurate with their income level. 
                                NO MAXIMUM INCOME LIMITS.

4. The person must pay SSI, but their SSI account money goes only to SSI, Medicare, and Medicaid. For direct immediate funding for SSI and Medicaid and  Medicare. 
    A. The money does not go to the general fund.

5. For  at least the first TEN YEARS they do not build SSI eligibility and seniority. 

6 Only after citizenship is bestowed. The person starts building their SSI
    account balance and seniority.
    A. 10 years plus the years it take for legal citizenship must have passed before the person starts
    building SSI equity. For example if it takes 13 years to legalized citizenship.
    That would be the  time period for the  punishment to run. 

7. The person must file taxes every year without interruption.
    a. Second chance. If the person improperly files. IRS laws apply.
    b. The person must have ten consecutive years of successful
    probation before they get in line for citizenship. If convicted of violent crime.
    The full force of the law applies. 

8. Judiciary  discretion will be respected.
